I believe that the best way for students to understand concepts effectively is to use the native language. Meaning, (in the Philippine Setting) you use Filipino to explain concepts in Science, Math, or History. It's easier for the students to grasp ideas especially if their English skills are limited. Look at Korea for example, most of them are good in math because explanations are in their own language.
But can we also do that in teaching English? Will it be easier for the students to learn the rules in English if they are explained in Filipino? Do we allow them to speak in Filipino first and try to translate their thoughts in English after?

it will only be a hinderance,since not ol the wurds in the english language can b translated to filipino n vice versa
So I should expect you all to speak in English in class? (I am assuming you're one of my students.) BTW, avoid using text-speak and kindly check your spelling (words not wurds). :)
bakit naman hindi pwede? kapag nagtututor ako ng english, mas madaling maintindihan ng bata kapag pinapaliwanag ko muna sa Filipino. ;-)
